Explain which event in canon is most pivotal to your character's development, and who they are today.
It would be when his son, Charlie, was kidnapped by his neighbor, Patrick Napier. Charlie was missing for an unknown amount of time before his body was found. What was explained to him later about the tragedy forever changed him. From there, he would do anything in order to both make Napier suffer and die for what he did. No matter the personal cost. There is a violent nature inside of Murphy that he is willing to let out on those he believes deserves it. He thinks it's better to deal with threats than let them keep hanging around. Monsters need to be put down - end of story.
What does your character think about physical appearances? Are they the sort to meticulously primp themselves, or could they not care less?
Murphy understands the social restraints a person can find themselves in based on appearance. Like when someone encounters him wearing his prison attire, he gets that they would be wary and want to call the police about him. So yeah, he gets appearance matters. First impressions are based on how a person looks, after all. He doesn't primp himself up, but he tries to, at least, look as respectable as he can.
What would your character say is their best trait? What is truly their best trait?
He'd say that his best trait is in tenacity - his willingness to stick things out to get what needs to be done done. But as for his actual best trait - it would be his integrity. He wouldn't kill Frank Coleridge under George Sewell's request; he protected a Screamer when he thought "she" was being attacked by another escaped inmate; he did what he could to console the spirits of Silent Hill; he tried to protect the children at the ruined orphanage - not realizing they were also manifestations of the town. His morals are a little complicated when it comes who does and doesn't deserve to die, but ultimately, he is a good person who wants to do good for others.
What is justice to your character? How important is it to them?
Justice is shit people getting what they deserve. Sure, he gets there's a whole system that's built to ensure that sort of thing gets done, but the truth of the matter is -- there are monsters that exist in the world and they should be dealt with instead of allowing them to have their rights. Bad people should be locked up; monsters should be killed. That's justice. It's pretty important to him -- although, he also gets that it isn't quite as black-and-white as he likes to act like it is.
Inventory: Street clothes, two quarter dollars.
Powers/Abilities:
Murphy is a regular human with no special powers. He doesn't really have any combat capabilities so much as he's willing to use anything at his disposal to be able to win a fight and doesn't hold anything back.
Mechanic. Uncertain how much he would be able to do in Karteria, but he boasts to be able to jerry-rig most anything mechanical. He also indicates he can hotwire most anything (e.g. car or boat).

Goals: To figure out and tell Murphy's story. Downpour is an interesting beast where the protagonist is not the one the story's about -- it's about Cunningham and her journey. For Murphy, he has already accepted his guilt and wrongs for what he's done.
